Abstract

Indonesia's coastal areas hold enormous marine economic potential, yet its utilization remains suboptimal and often disconnected from urban and regional planning systems. This study examines the synergy between the blue economy concept and coastal city planning as a strategy to strengthen marine-based regional economies. The method is a semi-systematic literature review of 22 core references consisting of indexed journal articles, policy documents, and regulations published between 2021 and 2025, with exceptions for foundational conceptual references, analyzed thematically. The review reveals three main findings. First, the blue economy drives coastal regional economies through sustainable fisheries, aquaculture, marine tourism, and ocean renewable energy, although the literature warns of unequal distribution of benefits. Second, integrating the blue economy into spatial planning instruments, particularly coastal spatial planning and marine spatial planning, is a prerequisite to prevent spatial use conflicts and ecosystem degradation. Third, strengthening marine-based regional economies requires downstream processing of marine products, empowerment of coastal MSMEs, blue financing innovation, and multi-stakeholder collaboration. This study produces a conceptual framework of three-pillar synergy and recommends operational policy measures for coastal local governments, including the incorporation of blue economy content into spatial plans, stronger institutional integration, and the establishment of a regional cross-sectoral marine coordination forum.
