Kampung Pecinan Semarang is one of the cultural heritage areas that holds both historical significance and strategic value in urban development. According to the Semarang City Spatial Plan (RTRW) 2011–2031, this area is designated not only as a cultural heritage site but also as a residential zone as well as a center for trade and services. Its existence represents not merely economic functions through trade and culinary activities, but also serves as a living space for the Chinese community, enriched with cultural traditions such as Chinese New Year, Cap Go Meh, and barongsai performances. Nevertheless, the ongoing dynamics of modernization demand adaptation, while current conditions reveal the suboptimal integration of cultural, social, economic, and environmental aspects. Emerging issues, such as flood vulnerability and the declining activity of Pasar Semawis, indicate a degradation of the area’s functional role. In response to these challenges, this study aims to integrate economic, social, and environmental issues through the Triple Bottom Line (TBL) approach. The research methods employed include literature review, field observation, and qualitative descriptive analysis using SWOT techniques to identify potentials, challenges, and formulate relevant development strategies. The findings are expected to provide policy recommendations in the form of a heritage area development model that not only safeguards cultural identity and enhances community well-being but also fosters creative economic growth and ensures environmental sustainability. Thus, Kampung Pecinan has the potential to evolve into a multicultural tourism destination that is adaptive, competitive, and firmly rooted in historical values and local wisdom.
